Areas of concern identified by the EU's ‘Committee investigating the effective implementation of Human Rights in Sri Lanka’ are mainly related not to the government's 'war against terror' as said in most cases but to the overall human rights and democratic situation of the island.
As reported by media EU sources had told the report showed evidence of police violence, torture and breach of labor laws, notably the use of underage children.
Police violence is wide spread in the country and in the most recent incident residents of a coastal village in the outskirts of Colombo city pelted stones at a police station since two village youths that were arrested for a minor incident were brutally killed and their bodies were dumped in the area.
In another incident, the wife and son of a senior Deputy Inspector General were arrested for torturing an IT student in connection with a student clash in a campus where the police officers son studied. |

Neither the President nor the other VIPs had reportedly received such a welcome.
A similar situation had occurred even at the felicitation ceremony where the people had welcomed the General on stage with loud applause that lasted for about 10 minutes. The President had reportedly not received such a response. |

Lanka News Web learns that the media ploy to capture the President kissing a small child at the ceremony in Anuradhapura to launch the construction of Seyas (dagabos) in every province to mark the military victory had failed when the President had mixed up the children.
The President arrived at the venue after the ministers dug the ground at the auspicious moment and unveiled the name board of the Hela Maha Seya. Drummers were used to play the magul bera and a small boy was used to blow the conch shell. Organizers were ordered by higher authorities to use a small boy from the South to blow the conch shell. The plan was for the President to kiss the small boy from the South and inquire his hometown and upon hearing a name of a Southern town, the President was to say that heroes were born from the South. |

Sources from the Power and Energy Ministry say that senior Presidential Advisor Basil Rajapaksa is planning on presenting a project of receiving nuclear power from Korea to solve the energy crisis in the country to the Cabinet through the Finance Ministry.
The project is estimated to cost US$ 300 million. Sources said that although the project is to be a joint venture between the Power and Energy Ministry and the Finance Ministry, the Power and Energy Minister has not been clearly briefed about the project. |

We are greatly perturbed by the release of the EU’s final report tied to the all important GSP plus concession for Sri Lanka’s apparel industry and its overwhelmingly negatives prospects. As the UNP has constantly said, the GSP Plus tariff concession scheme granted by the European Union has been a lifeline to the Apparel and Garment Industry in Sri Lanka, which directly employs over 300,000 persons and nearly a half a million persons indirectly. The denial of this concession will severely compromise Sri Lanka’s competitiveness and perhaps sound the death knell for the industry.
It is nothing short of despicable that in the face of this grave national crisis, the government continues to be obsessed with imaginary coups, conspiring about conspiracies and neutralising its opponents rather than getting on with the work of governance. The UNP demands at least now, when so much has been lost, that the authorities begin to conduct itself like a government of the people, representing their interests instead of nursing petty political ambitions. |

A senior Presidential Secretariat official told Lanka News Web that parliamentarian Basil Rajapaksa made a statement in Matale last week of resigning from his national list slot in the House following instructions from the President who had at the time decided to bring General Sarath Fonseka into parliament.
The President it is learnt had decided on bringing General Fonseka into parliament and appointing him the Cabinet Minister of Highway Development and had informed one of the General’s friends to get his consent for it. However, the President and Basil had been faced with a difficult situation when General Fonseka had declined the offer. |

Very reliable sources have reported that President Mahinda Rajapakse’s brother and his senior advisor Parliamentarian Basil Rajapakse has decided to resign from his Parliamentary seat.

Foreign Affairs Minister Rohitha Bogollagama says the statement made by Opposition Leader Ranil Wickremesinghe that Sri Lanka could not be summoned before a war tribunal because he did not sign the relevant convention during his tenure as Prime Minister is incorrect and that there were other means to summon people before such a tribunal regardless of whether they have signed the treaty or not.
He made this statement at a public meeting held in Avissawella on Monday (12). Although the Minister said the country would not be summoned before a war tribunal since neither the forces chiefs nor soldiers have committed any war crimes, he refrained from mentioning the other methods that could be used to summon people before a war tribunal. |

Lanka News Web learns that popular actress Sangeetha Weeraratne is planning on entering motherhood. It is reported that she is now more involved with her family business, Voice of Asia Company, in which she is a director and is taking some time off acting.
Sangeetha is married to Roshan Kariyapperuma, who is a close confidant of the President. Roshan is the brother of Priyantha Kariyapperuma, who is the Director General of the Telecommunications Regulatory Commission (TRC).
The TRC allocates radio and TV frequencies to broadcast companies. Priyantha Kariyapperuma is the real owner of Voice of Asia. In a clear case of abusing powers vested with the head of the TRC, he has illegally allocated frequencies to the Voice of Asia company, which operates private radio stations under his brother’s name.
Before Priyantha Kariyapperuma assumed office at the TRC, Voice of Asia was allocated only three radio frequencies. However, after he became director general, the company has been allocated 13 radio frequencies and five TV frequencies. |

It is learnt that although an international Tamil organization attempted to seek legal intervention to call for the arrest of Defence Secretary Gotabhaya Rajapakse when he arrived in the US on the charge of alleged war crimes committed by a US citizen, the group had to reverse the decision upon hearing the Defence Secretary had diplomatic immunity under the UN. |

The Presidential Media Unit has informed the Presidential Security Division not to permit Christy Mahesh de Silva from the Lakbima newspaper to cover any future events of the President for allegedly insulting the President by writing an article for Irida Lakbima quoting Ports and Aviation Minister Chamal Rajapakse that Medamulana politics was 75 years.
However, it is learnt that the respective article had been written for Irida Lakbima by Manjula Pradeep and a correction had been carried in the newspaper the following day.
The President had however summoned the Managing Director of Lakbima newspapers and Western Provincial Councilor Thilanga Sumathipala and scolded him about the article. |

Foreign Ministry sources said the President has decided to send several members of the clergy like Ven. Bellanvila Wimalaratane Thero, Ven. Kamburugamuve Vajira and Bishop Malcolm Ranjtih to Brussels to request members of the EU to renew the GSP+ facility to Sri Lanka.
The trip is scheduled to take place between November 2 and 8 and the President has ordered the Foreign Ministry to provide the necessary facilities including five star accommodation to the members of the clergy during their visit. |

Fonseka had made the comment when Sports Minister Gamini Lokuge had telephoned the General to congratulate him and ask if he was accepting the position as Sports Ministry Secretary given to him by the President. |

The security provided to First Lady Shiranthi Rajapksa every morning between 6 and 7 a.m. during her walks on the Galle Face Green costs over Rs. 200,000 each day, Police Department sources said.
Two policemen on white horses and many police dogs are deployed to Galle Face every morning during the First Lady’s exercise regime. Hundreds of security personnel are also assigned to the area during the time the First Lady is engaged in her walks and the roads are also closed when she arrives at the venue and leaves it.
Police sources also said that other people are not allowed to jog in the area when the First lady commences jogging. |

Matara Mayor Upul Nishantha in an e-mail to Lanka News Web has said that the story carried on the website on October 5 about the Matara Mayor being ignored at the President’s rally in Matara had placed him in a difficult position and that certain details in the story were false as there was no insult in sitting in the second row.
He has said that the rally on the 4th was not an official meeting but a political meeting where ministers and parliamentarians are given first row seats and that he therefore sat right behind the President in the second row.

Sources from the office of the Leader of the House said the President has decided to hold a referendum to extend the term of parliament by three years after the Presidential election in January and the Defence Secretary is also supportive of such a move.
The term of the current parliament ends on April 22, 2010. The decision to extend the term of parliament without holding a general election has been opposed by several ministers including Nimal Siripala de Silva and Dinesh Gunawardena. |
