A parachuter appointed to the Valuation Department

An additional officer has been appointed to the Valuation Department apart from the three posts of deputy chief valuers that already exist in the Department.
Prime Minister D.M. Jayaratne had appointed one of his friends, J.M.S. Bandara, to the post. Employees at the Department are doubtful whether the respective individual had been appointed to the post a few years before his retirement in order to fulfill a secret requirement.
The new appointment has increased the number of deputy chief valuers to four. The Prime Minister's new appointment therefore has violated the company constitution of the Valuation Department.
